The Council on Homeownership Affordability is a national nonprofit organization advancing fair, transparent, and competitive pathways to homeownership by educating consumers, elevating research, and challenging practices that make home financing less affordable and less open to competition.

Buying a home is one of the biggest financial decisions most families make. You're often told to shop for the best mortgage to secure your financial future. However, in many transactions, especially new-construction purchases, that freedom to choose is more limited than it appears.

The Council on Homeownership Affordability exists to protect your real mortgage choice, ensuring that incentives and financing practices truly support genuine consumer shopping rather than pressure, deception or confusion.

A national homebuying marketplace in which every consumer can shop freely, compare mortgage options honestly, and achieve sustainable homeownership without coercion, confusion, or artificial financial pressure.

Why This Matters

Homeownership affordability is not just about home prices or interest rates. It is also about whether consumers can access real competition when financing a home. Many homebuyers are drawn to builder-linked incentives such as closing cost credits, upgrades, or rate promotions. However, they often do not know whether the value is offset elsewhere in the transaction or whether a better loan was available through an outside lender.

If an incentive is truly a discount, it should not disappear when a buyer chooses another qualified licensed lender.

The Problem We Are Tackling

The Council on Homeownership Affordability is focused on builder financing practices that discourage or penalize consumers for shopping outside a builder’s in-house or preferred lender network. Consumers may lose valuable incentives if they choose a different lender, making comparison shopping financially difficult even when another licensed lender may offer better value including better rates and lower closing costs.
